In order to assess REDD+ incentives in Cambodia, the report presents a reference scenario and a monitoring system. The objective was to build a reference level that projects emissions and removals of Co2 into the future in the absence of REDD+ incentives. It contains a quantification of historic emissions, as well as the development of future trajectories of emissions.
