Forest Sector Modernization and Coastal Resilience Enhancement Project for Vietnam - Environmental and Social Monitoring Framewok (proposal)

The Government of Vietnam (GoV) through the Ministry of Agriculture and Rural Development (MARD) has been preparing an investment project, namely the Forest Sector Modernization and Coastal Resilience Project (FMCRP or the Project), with an aim to improve coastal forest management in the selected provinces. To comply with the WB’s Operational Policy on Environmental Assessment (OP/BP 4.01), preparation and disclosure of an Environment and Social Management Framework (ESMF) is required before WB appraisal. The specific objectives of this ESMF are: - To assess the potential environmental and social impacts of the proposed project, (both positive or negative) and propose mitigation measures which will effectively address negative impacts; - To establish clear procedures for the environmental and social planning, review, approval and implementation of subprojects to be financed under the project; - To specify appropriate roles and responsibilities, and outline the necessary reporting procedures, for managing and monitoring environmental and social concerns related to subprojects; - To determine the training, capacity building and technical assistance needed to successfully implement the provisions of the ESMF; - To address mechanisms for public consultation and disclosure of project documents as well as redress of possible grievances; and - To establish the project funding required for implementing the ESMF.
