Assessment of existing fund mechanisms under Cambodian Law for a national REDD+ fund

This report is about the assessment of existing fund mechanism under Cambodia’s law for a national REDD+fund. The aim of this report is to support the first step in a process for establishing a National REDD+ Fund for Cambodia. With recent progress made on REDD+ under the UNFCCC, and the progression of Cambodia’s own REDD+ ‘readiness’ activities, it is timely for Cambodia to consider potential options for a REDD+ Fund at the national level. The report highlights the background of REDD+ in Cambodia, legal framework for REDD+ funding mechanism in Cambodia, international practice in national REDD+, forest and climate change fund, and options for establishing the REDD+ Cambodia with crystal analysis. The author recommends that at the current situation Cambodia should pursue the establishment of a multi‐donor REDD+ Trust Fund. This meets the requirement for a national‐level entity, and is highly likely to ensure access to international finance for the establishment of the fund as well as for receiving ongoing results‐based payments.
